Telegram Tightens Privacy Policy Following CEO’s Arrest

In a significant policy shift, Telegram’s founder and CEO Pavel Durov announced that the messaging platform will begin sharing user details with authorities for violations of the app’s rules. This change follows Durov’s arrest by French authorities last month. Which was partly attributed to the platform’s non-cooperation with investigations into illicit activities.

Updated Terms of Service

Durov detailed in a Telegram post that the platform has updated its terms of service to actively block searches for illicit goods and activities. Moreover, Telegram will now pass on the IP addresses and phone numbers of users who attempt to share illegal content through the app’s search feature to the authorities.

Privacy and Legal Challenges

“Telegram search is meant for finding friends and discovering news, not for promoting illegal goods,” Durov emphasized in his post. He added, “We’ve made it clear that the IP addresses and phone numbers of those who violate our rules can be disclosed to relevant authorities in response to valid legal requests.”

Artificial Intelligence for Safer Searches

The Telegram team is employing artificial intelligence to ensure that “problematic content” does not appear via the app’s search bar. This AI-enhanced search functionality is part of Telegram’s broader initiative to make the platform safer and to comply with global regulatory standards.

Legal Troubles in France

Durov’s own legal troubles began with his arrest in Paris. Where he was charged with allowing illegal material to be shared on Telegram and failing to cooperate with law enforcement requests. French prosecutors have also raised concerns about the unauthorized use of certain cryptographic techniques on the platform.

After paying a €5 million bond ($5.5 million) for his release. Durov is currently under judicial supervision and is not permitted to leave France.

Criminal Use of Telegram

Despite priding itself on privacy, Telegram has faced criticism for becoming a hub for illegal activities. With nearly one billion users globally, the platform has been used to sell drugs, promote crypto scams, and share exploitative content, among other illicit uses.

Telegram has also been connected to the rise of The Open Network (TON). A blockchain network initially developed by Telegram but abandoned in 2020 due to regulatory hurdles. Development has since continued externally by a community of independent developers. TON now supports various crypto games on Telegram and has been increasingly used by the platform over the past several months for functions. Such as paying channel operators a share of ad revenue and supporting its Stars in-app currency.
